Capital Improvement Board Venues Partner With IMPD, 911 Cell Phone Bank To Support Domestic Violence and Human Trafficking Victims

March 6, 2025 (INDIANAPOLIS) The Indiana Convention Center & Lucas Oil Stadium (ICCLOS) are using unclaimed electronic devices from their buildings’ lost and found departments to aid victims of domestic violence, human trafficking, and other crises.

Through a unique partnership with the Indianapolis Metropolitan Police Department (IMPD) and the 911 Cell Phone Bank (911CPB), unclaimed cell phones, tablets, and laptops are securely erased of all data by 911CPB.  Devices are then made available to the IMPD and other local police and victim support agencies, who then share them with individuals in vulnerable situations.

“Through this program, abandoned devices that would otherwise end up in a landfill are transformed into secure and reliable communication tools that can provide a crucial connection to emergency services, support networks, and personal safety resources during times of crisis,” said Andy Mallon, Executive Director of the Capital Improvement Board, which owns and operates the Indiana Convention Center & Lucas Oil Stadium.  “This partnership with IMPD and 911CPB is another example of how we and our civic partners look for creative ways to maximize the benefits that our facilities and operations can provide to the Indianapolis community.”

“The IMPD is committed to finding innovative ways to support those in crisis,” said IMPD Chief Chris Bailey.  “By repurposing unclaimed electronic devices through our partnership with the 911 Cell Phone Bank, we are providing a vital lifeline to victims of domestic violence, human trafficking, and other emergencies. These devices can be a crucial tool for individuals seeking safety, resources, and a fresh start.”

By redirecting unclaimed electronics, this partnership also contributes to sustainability efforts by reducing electronic waste in the community. The collaborative initiative highlights the power of local organizations working together to make a difference.

“The devices donated by ICCLOS not only help victims directly but also align with our mission to support community resilience and reduce electronic waste,” added James Mosieur, Founder and Director of 911 Cell Phone Bank.  “We are grateful to have the support of ICCLOS and the IMPD in extending this life-saving initiative to the residents of Indianapolis and beyond.”
